The former Cleveland insurance agent was charged with selling $70,000 worth of stolen food stamps to an undercover FBI agent and with selling phony insurance policies.
"We know that he has relatives in the Cleveland area," said US Marshal Peter J. Elliott. "We believe he's still in the same type of business he was before. He was an insurance agent and also a bondsman."
Orr never showed up to face the charges and has had federal and local warrants out for him for over 20 years. He may have changed his name and probably looks 20 years older, but chances are somebody's seen him somewhere over all those years.
"We want to pursue everybody and the only way we're going to catch people, to catch individuals who are wanted for one day or twenty years, is from tips from the public," said Elliott.
Orr would be 61-years-old today. The US Marshal says there's no question he's been in touch with people in Cleveland and northeast Ohio and may even be living in the area.
