Lohn put out a memo Monday, asking all police personnel to use overtime hours sparingly. The overtime budget will be cut by $2.3 million.
The chief's zero-based overtime strategy does not eliminate the extra hours, but those who use it will have to explain why.
"We have to take a look at what is productive and what isn't," said Lohn. "And what is productive we're going to replicate. Things that aren't productive, we're going to change and make it better."
Police patrolmen association president Bob Beck says the beat cops weren't getting the overtime anyway, only those in supervisory roles.
