Ohio Senate approves horizontal drilling rules

COLUMBUS -- The Ohio Senate has passed a bill laying out new regulations for horizontal shale drilling that lawmakers say set up some of the nation's toughest standards for public reporting and chemical disclosure.

Republican state Sen. Bill Seitz cast his yes vote after reciting the lyrics of the 1960s sitcom "The Beverly Hillbillies."

He said shale gas drilling was going to turn poor Ohioans into "modern-day Jed Clampetts."

The detailed bill cleared the chamber Tuesday in a 27-6 vote, with backing from both Republicans and Democrats.

Supporters said it balances environment, public health and safety, and commerce by expanding chemical disclosure and water testing requirements.

The anti-drilling coalition No Frack Ohio said disclosure requirements in the bill are meaningless because they're annual and lack specifics.
