CLEVELAND -- The city is releasing dashcam video of Councilman Zack Reed's Tuesday morning traffic arrest and field sobriety test.

Meanwhile, Cleveland City Council President Marty Sweeney is taking a nose count of members to see how many would be in favor of a possible expulsion of Reed under body rules.

Some feel council has a moral, if not a legal obligation to take some action.

Reed has pleaded not guilty to drunk driving and other charges against him. It's his third drunken driving arrest.

He has returned to the job at City Hall.

Some council members were upset after seeing Reed's remarks on Wednesday about his plans and problems.

When asked if he owed anyone an apology for his behavior, Reed said he owed one to himself.

Reed said he would not resign and was noncommital about whether he would enter a treatment program for his drinking issues.

He told WKYC's Tom Beres, "Last time I checked, one is innocent until proven guilty."

This incident comes as council is preparing to review a plan to downsize from 19 to 17 members.

All council members are up for reelection this fall.
