CLEVELAND -- Rock Gaming is buying the historic Higbee Building that is home to its Horseshoe Casino.
The sale would clear the way for the group to build a controversial skyway over Prospect and Ontario, between the casino and its parking garage.
The looming sale came to light in documentation Rock provided to help it get a big loan for the purchase and other uses.
Skyway critics said it would be an unsightly addition to downtown and would take pedestrian life off streets and away from other businesses.
If Forest City built the skyway, it would lose historic tax credits used in renovating the former flagship department store. An application for a waiver was rejected once and resubmitted to the National Park Service.
Mayor Frank Jackson is giving the skyway needed city approval.
There's no word yet on the sale price or a timeline for skyway construction.
