CLEVELAND -- A second person has been arrested in the shooting of a 4-year-old at a school playground Sunday.
The child was shot in the leg outside East Clark School on East 146th Street, an area neighbors say has been plagued by gunshots and unruly teens lately.
Police located and impounded the vehicle shots were fired from, and Tuesday the man suspected of being the driver of the vehicle turned himself in, according to police.

They've identified him as 19-year-old Gary Williams.
Another male was arrested Monday. Police say he is a juvenile and are not sure if he has been charged.
They aren't saying if either of those arrested is suspected of being the person who fired the shot.
