Former E. Cleveland officer indicted for groping women

CLEVELAND - According to Cuyahoga County Prosecutor Michael C. O’Malley, East Cleveland Police Officer Kenneth Bolton was indicted on charges of gross sexual Imposition and abduction for groping two women during a Feb. 23, 2017 traffic stop.

Bolton was also indicted on charges of violating their civil rights, O'Malley said.

The night of February 23, Bolton, 49, illegally pulled over the two women, ages 22 and 23, during a traffic stop at the intersection of Euclid Avenue and Lee Road, according to O'Malley.

Bolton had heard over the police dispatch radio that the two women had been stopped approximately 30 minutes earlier and had been cited for a traffic violation.

During the stop, Bolton took a sex toy he found in the backseat of the victim’s car and assaulted both women while they were detained.

A subsequent investigation involving the Cuyahoga County Prosecutor's Office and the FBI, along with the East Cleveland Police Department, resulted in Bolton’s termination on March 3, 2017.

A county grand jury indicted Bolton with two counts of gross sexual Imposition and two counts of abduction. He was also indicted on two counts of civil rights charges and faces up to 10 years of incarceration if convicted, according to the news release.

His arraignment is scheduled for 8:30 a.m. April 17.

In a news release, O'Malley said this is the first case involving civil rights charges brought by O’Malley’s new Civil Rights Unit led by Criminal Division Chief Russ Tye.

The purpose of the Civil Rights Unit is to ensure that all citizens receive equal protection under the law and are treated fairly.
