WILLOUGHBY -- Just before noon Monday, police officers conducting surveillance in the area of three recent burglaries arrested Terry A. Reffitt, 24, of Cleveland.
At 11:55 a.m., officers watched Reffitt as he emerged on foot from the Halle Estates area. Reffitt walked up the driveway to a home in the 5700 block of Som Center Road.
