A new report suggests that the hole may have formed in just a few months -- before the plant shut down in February, 2002.
Congressman Dennis Kucinich told Channel 3's Paul Thomas "The power plant was closer to a major release of radiation than anyone could have ever imagined."
But a spokesman for the Nuclear Regulatory Commission says the agency has not accepted the findings of the new report.
Previously First Energy was fined more than $5 million by the NRC for violations at Davis Besse.
But because of what happened at the nuclear plant, a spokesman says there are more inspections and stricter monitoring of nuclear reactor heads.
Kucinich says he will refile a petition to try and have First Energy's license to operate Davis Besse revoked.
