Summit County Judge Mary Spicer denied the second request.
The second request for a DNA test was made after Governor Ted Strickland urged local judges and prosecutors to allow testing on 30 inmates who were seeking to prove their innnocence.
Spicer also denied the first request Prade made.
Strickland made the request following a series of articles in the Columbus Dispatch, which featured 30 inmates whose applications for testing had been stalled.
Since the state's DNA testing program began back in 2003, 313 inmates have applied for additional DNA testing but only 14 tests have been done.
Strickland had also called for an overhaul of the review process, opening up testing to more inmates and establishing statewide standards for preserving evidence.
