CLEVELAND -- Friday night police, arrested James Ruffin, of East Cleveland, for violation of the state drug law and traffic offenses.
Ruffin was stopped on E. 124th Street and Osceola Avenue for traffic violations.
That's when police found out he was in possession of suspected crack cocaine.
Ruffin was hired through an agency to work in Cleveland's vacant properties cleaning and cutting program.
