Why are gas prices in Ohio so high when a quick trip across the Pennsylvania border turns up the LOWEST in the U.S.?

As gas prices aresurging across the Midwest, Michigan now has the highest prices in the country at $4.26 a gallon

Right here in Ohio, prices are right around $4 a gallon.

But go across the border to Pennsylvania and prices are one of the cheapest in the country at $3.29.

So, why is that?
