A bus driver in Summit County is charged with sexually exploiting two developmentally disabled women. Authorities are also investigating whether there may be more victims.
Reinaldo Luis Ortiz Velazquez worked for the transportation company Our Precious Cargo. Families in Summit County trusted him to take their developmentally disabled loved ones back and forth to a day program.
But police say on Sept. 27, with just one 22-year-old woman in his van, he detoured to an empty parking lot. It was there police say Velazquez told the woman to remove her clothes.
"At some point in there, she did remove her clothes. She put her clothes back on. He took her and signed her into her day program," says inspector Bill Holland with the Summit County sheriff.
Once Summit County deputies found out about this incident, Holland says they discovered a previous complaint against Velazquez . It was a different victim but similar story.
"He stopped at another secluded area, offered her $12 to perform sexual acts. She declined. He said 'Go ahead and keep the money, as long as you don't tell anyone what happened,' " says Holland.
Velazquez was arrested at the Our Precious Cargo offices and charged with abduction, soliciting and compelling prostitution. But Holland says the investigation is still open, until they know for sure all the victims are accounted for.
We reached out to the victims' families. They declined an on-camera interview. We also tried to get a statement from Our Precious Cargo, but no one was at their office.
Velazquez was arraigned Thursday afternoon.
