WKYC has obtained the name and records of the Cleveland police dispatcher involved in the Tamir Rice incident
CLEVELAND -- WKYC has obtained the name and records of the Cleveland police dispatcher who relayed information to the two police officers prior to and during the Nov. 22 Tamir Rice shooting where the 12-year-old died. WKYC has confirmed that she is not the same dispatcher who took the 911 call from the person at Cudell Recreation Center.
The 67-page file for dispatcher Beth A. Mandl, 35, hired Dec. 13, 2010 by the Cleveland Police Department, shows a clean record except that she was disciplined in 2013 for "sick leave abuse...by using sick days in connection with vacation days, weekends and/or holidays..."
Prior to that, Mandl's records show she graduated from Youngstown State University with a bachelor of science degree in criminal justice and was hired by the Case Western Reserve University Police and Security Service in March 2005.
She was terminated by CWRU, according to the records obtained from the City of Cleveland, in September 2008. No reason for the termination was given.
Records show she worked as a barista at Lucky's Cafe from August 2009 until she accepted the job with the Cleveland Police Department.
Her performance reviews, according to the records:
-- In June 2011, she received a 3.54 rating out of 5.0, that means she "exceeds expectations." The comment on her review was "...shows a lot of promise on being a good dispatcher..."
-- In June 2012, her review garnered her a 3.51 rating out of 5.0, a "satisfactory rating," and the comment "...performs her duties well for being a newer dispatcher..."
__ In June 2013, her rating was 3.26 out of 5.0, a "satisfactory" rating," with the comment "...is a talented and capable dispatcher. She has been cautioned on more than one occasion regarding her uniform and personal appearance..."
-- In October 2014, her review garnered her a 3.2 rating of "satisfactory," but that record is the only record that did not have a comment in the "Commander's Endorsement/Comments" section. The Oct. 13, 2014 review records show her supervisor wrote "...she is self-motivated and works well with her fellow colleagues. She has the potential to become an 'Outstanding' dispatcher."
The final sign-off for Mandl's October, 2014 review is dated Nov. 24, 2014. That was two days after the Tamir Rice shooting.
