Statewide shortage of road salt causes cutbacks

CANTON -- Superintendent of Public Works Kevin Monroe isn't worried but he's cautious. Monroe says there's a statewide shortage of available road salt from Cargill Incorporated's salt mine under Lake Erie in Cleveland.

He said it's not just Canton that's low on road salt but all the communities that get their salt from Cargill.

"We've had a series of storms the last few weeks that eroded Cargill's usual stockpile so now we wait until the salt is mined and then trucked directly from the mine to the communities," Monroe said.

Monroe said Cargill mines 14,000 tons a day in Cleveland and is now "railroading 6,000 tons of that 14,000 tons down to southern Ohio because they've had an unusual amount of snow down south this year."

Monroe said the Canton service department is in "conservation-mode," salting only the intersections, hills and traditionally slippery areas."

He said he is watching the amount of salt being used so it won't be necessary to go into "emergency mode" to cut further back on the amount of road salt that is being spread on the streets.

Canton just received a shipment of salt Thursday from Cargill and "Cargill promised us a large delivery again Saturday," Monroe added.

"It's not the big snowstorms that kill us, it's the half-inch of snow here and the half-inch of snow there that requires us not to plow but to salt over and over that kills us," Monroe said. "With a big snowfall, we are plowing and not salting."

Monroe said they have enough salt in the city's salt bin right now to last through a couple of more snowstorms.

The city has about 30 snowplows that cover nearly 900 lane miles of road.

The situation is much worse for private companies who plow and salt driveways and parking lots. Many are one storm away from being completely out of salt.

In Chagrin Falls, Wheeler Landscaping is getting no help from the salt mine suppliers. Their stockpile is down to just a few hundred pounds of salt.

"We've called every major trucking company, every supplier around here," said Mike Morgan, the manager of the Wheeler Snow and Ice division. "Nobody is releasing salt to the private businesses because the State of Ohio has grabbed the entire supply from us."

To make the product last as long as possible, most companies like Wheeler are mixing the pure salt with a product called "Magic-O" which allows them to use less salt per application.

Brent Smith, assistant manager at Wheeler Snow and Ice told Channel 3's Mike O'Mara that some customers don't care about the reasons for the short supply.

"The hospital systems have a zero tolerance policy for dangerous conditions," said Smith. "You have ambulances coming in and life flights coming in. People's health and a lot of times their life is hanging in the balance. You want the ambulance drivers to be able to get in and out. We are doing our best."

Over in Hambden Township, the salt supply is gone.
Trustees now plan to use cinders for traction. But they have nothing to melt the snow and ice that is headed toward Geauga County this weekend.

With companies, townships and cities all trying to nurse the the few tons of salt left in the barn, the search intensifies every day.

"We're calling everybody every day," said Smith. "For the last three weeks we've been on the phone trying to find stockpiles all across the country. Every day the same answer--sorry, call us tomorrow."

News: Recent heavy snow cuts off Red Cross blood donation drives

CLEVELAND -- One of the problems that comes with snow cancellations is the number of organized American Red Cross blood drives that don't happen. The Northeast Ohio Red Cross said that 10 blood drives were cancelled Wednesday because the buildings where they were to be held were closed because of snow.

That translates to more than 430 pints of blood that will not be availible for patients in hospitals.

Estimates are that over 4,300 patients in 119 hospitals across northeast Ohio could be affected by a blood shortage, because a single blood donation can be separated into three parts; red blood cells, plasma, and platelets.

The Red Cross is urging people who can make it to a donation center in the next few days to please do so. To find a donation center near you, call (800) GIVE-LIFE.

Because of snow days in February, more than 2,000 pints of blood have been lost throughout the entire state of Ohio.

As of Wednesday morning, the American Red Cross says there were no reserve units of type B-negative blood and only 10 units of type O-negative. Type-O is critical because it is the universal blood type that can be given to any patient in an emergency situation.

Blood donors must be at least 17 years old, weigh at least 110 pounds, be in general good health, and provide an American Red Cross donor card or a valid state photo ID.

    News: Missed the lunar eclipse?

    If you missed Wednesday night's lunar eclipse, here's another chance to see it.

    For those who were lucky enough to have no cloud cover to obscure the view, this was the scene in the sky.

    The eclipse was at its peak between 10 P.M. and 10:52 P.M. Eastern time as the earth blocked the sun's reflection off the moon.

    Astronomers said the total lunar eclipse will be the last one until December 2010.

    News: Sky activity Wednesday ignited high emotions

    You hear of more babies being born on a full moon, but astrologists say, when an eclipse happens, expect emotions to run high.

    Astrologist and psychic Elizabeth Howell says the 'energy' given off by an eclipse can bring out strong emotions in people. She says couple it with the ailment of planets and she expects many people to feel the effects over the next couple of days.

    The lunar eclipse is expected to take place from 7:37 pm to 1:16 am, peaking between 10pm and 10:30.

    Watch parties are scheduled at the Cleveland Museum of Natural History in University Circle and at the Lake Erie Nature and Science Center in Bay Village. Events start around 8pm.

    News: Weather radios may need an upgrade as National Weather Service gets new transmitter

    More people in northwest Ohio will be alerted when severe weather is coming their way. That's thanks to a new transmitter the National Oceanic and Atmospheric Administration's National Weather Service is installing on March 3.

    The new transmitter will broadcast a new, clearer frequency with triple the power of the their old frequency.

    People with older NOAA weather radios may have to upgrade their equipment for the new transmitter because the older radios won't pick up the new frequency.

    The increased signal power from 100 watts to 300 watts, will allow increased coverage area and will eliminate interference in northwest Ohio and southern Michigan.

    "This new transmitter will allow us to serve northwest Ohio better, with a clearer and stronger signal," said Gary Garnet, warning coordination meteorologist for NOAA's National Weather Service forecast office in Cleveland. "By increasing the signal power by 300 percent, we can reach more people with timely and accurate warnings."

    To keep drivers safe, especially on the highways, ODOT is reminding drivers to "not crowd the plow."

The blade on a snowplow can extend across a road's centerline and shoulder. To avoid vehicle damage drivers are advised not to tailgate or ride along side snowplows for any extended period of time.

    ODOT offers the following tips to drivers for sharing the roads with snowplows and salt trucks.

    • Don't Crowd the Plow: A snowplow driver's field of vision is restricted. You may seen them, but they don't always see you.

    • Watch for Clouds of Snow: Snowplows can throw up a cloud of snow that can reduce visibility to zero in less time than you can react.

    • Keep Lights and Windows Clear: Clear the snow from your vehicle's windows and lights, and drive with your lights on.

    Flooding closes roads and schools, strands drivers

    Below is a list of the latest information on flooding from Channel 3 News.
    • 9:35 a.m. The Huron County Emergency Management Agency is reporting approximately 15 roads in the county have high water. Three of the roads, including U.S. Route 250 are closed. The Huron River is rising and is expected to flood portions of the area known as Franklin Flats possibly as early as Wednesday afternoon.


    • 9:35 a.m. Report of a car stuck in high water in Spencer due to overflow of the Coon Creek. No reports of injuries.


    • 9:10 a.m. Troopers reporting high water on Columbia Road north of Grafton in Lorain County.


    • 9:10 a.m. Ohio Highway Patrol troopers on scene at Grafton Road near Erhart and Columbia in Medina's Liverpool Township are reporting high water in that location. Troopers are closing the road.


    • 9:10 a.m. Geauga County Sheriff's office is reporting that two vehicles are stuck in high water on Farmington Road near Hobart. (The location is actually across the border in Trumbull County.) No one is reported hurt but at least 8 acres of land in that location are reported under water. Several horses are reported stranded in that location until the streams recede.


    • 9:05 a.m. Elyria Post of the Ohio Highway Patrol is reporting high water on Gore Orphanage Road in Wellington Township. Also reporting flooding at West Road at Kipton Nickel Plate Road in Pittsfield Township.


    • 9:00 a.m. Chardon Post of the Ohio Highway Patrol is reporting high water on Vrooman Road at I-90 and also on Radcliffe Road between Proctor and Sumner Roads in Leroy Township.


    • 8:40 a.m. Richman and Sanford Roads near Lodi are partially underwater after a tributary of the Black River spilled over its banks. Earlier rescue crews managed to get a driver out of his vehicle safely after the vehicle became stranded in high water at Richman and Prouty Roads in Harrisville Township.

      Medina also reporting a vehicle in the water at Route 162 and COngress near the Spencer Lake Wildlife Area in Spencer Township.


    • 8:39 a.m. North Royalton reporting Ridge Road is closed between Cade Road and Boston.


    • 8:39 a.m. High water reported on the North Olmsted/Westlake border on Bradley and Clague. The roads remain open.


    • 8:39 a.m. Brook Park reporting high water on Sheldon Road between Eastland and Engle.


    • 8:39 a.m Cuyahoga Falls Police say Riverview is closed between Ira and Bath.


    • 8:39 a.m. Medina police reporting high water on Hamilton between Substation and Marks. Also flooding reported on Bear Swamp Road between Fixler and Route 162.


    • 8:25 a.m. Updating an earlier post. In Lake County, Vrooman Road at I-90 and Route 20 at Dock Road in Madison Township is under high water.


    • 8:25 a.m. Elyria Police report Ford Road is closed.


    • 8:25 a.m. Brecksville Police reporter Riverview is closed at Vaughn.


    • 8:25 a.m. Valley View and Cuyahoga Heights Police reporting that Canal Road at Rockside, Granger and Warner Road at Rockside and Canal south of Hillside and north of Pleasant Valley are all closed due to high water.


    • 8:15 a.m. -- Evacuations have been ordered in Eastlake for those living along the Chagrin River. The Lake County Emergency Management Agency began alerting residents Tuesday evening to move their cars and property as the river began to rise.


    • 8 a.m. -- North and South Coventry are closed between Fairhill and Colchester in Cleveland Heights. Drivers are asked to avoid the area.


    • 7 a.m.-- High water reported in the following areas:


    • Car trapped in water in the Jennings/Harvard area. People were rescued safely.


    • W. 131 and Gilmore in Cleveland. Homeowners report their houses surrounded by water.


    • W. 42 and Memphis in Cleveland


    • Broadway/East 104th in Cleveland


    • Eastlake is dealing with flooding near Chagrin Harbor


    • According to Cuyahoga Hts. Police, Canal Road is closed from Granger to Rockside due to high water.


    • Cuyahoga Hts. Schools are closed because of the effects of high water


    • The ramp from Rt. 237 to the airport has excessive water; the ramp is not closed, but motorists need to use caution


    • ODOT reports that US-20 in Lake County is closed from Dock Rd. to the Ashtabula Co. line due to high water (primarily in the Arcola Creek area); suggested alternate routes are Middle Ridge or Cunningham


    • Vrooman Road in Painesville is closed near the Grand River

    Record setting warmth for parts of Ohio Tuesday

    CLEVELAND -- The National Weather Service says two record highs were set across Northeast Ohio Tuesday.

    In Youngstown, the temperature reached 58 degrees at 4:41 AM Tuesday morning at the Youngstown Warren Regional Airport in Vienna.

    This set a new record high for the date. The old record was 55 set in 1986.

    In Mansfield, the temperature reached 58 degrees at 4:24 AM Tuesday morning at Mansfield Lahm Airport.

    This set a new record hight for the date. The old record was 54 set in 1986.

    News: Steady rains create flash flooding across northeast Ohio

    CLEVELAND -- All the counties in the Channel 3 viewing area remain under a Flood Watch as steady rains are expected to dump up to 2 inches of rain or more. Below is a list of the locations already reporting high water as they come into the Channel 3 newsroom.

  • 11:20 a.m. -- Flood Warnings have been issued for the: Black River at Elyria,; Chagrin River at Willoughby; Cuyahoga River at Old Portage; Grand River at Painesville; Huron River near Milan; and Portage River at Woodville. The National Weather Service says 1 to 2 inches of rain fell overnight and will cause rivers to rise rapidly. Thos living close to the rivers are asked to keep a close watch.


  • 9:20 a.m. -- Cleveland police reporting MLK and St. Clair are passable but backed up due to ponding of water.

    In Canton two cars that became stuck in high water in the 2800 block of Harvard NW had to be towed, barricades have now been put in place.

    Minor flooding is also being reported in Valley View.

    Standing water also reported in Elyria, Lorain, Gates Mills and Grand River.


  • 9:00 a.m. -- Police in Kirtland say they are closing Eagle and Alpine Roads due to high water.

    Flooding also reported at W. 150th and I-480 and W. 132nd and Gilmore.

    News: Clean Air Ahead for Groundhog Day

    Here is an Air Quality forecast from NOACA's Air Quality Programs' Mascot, Wheezer the Forecasting Groundhog, for Groundhog Day:

    "Our area will have "good" air this weekend. Thanks to moderate westerly winds, fine particle pollution levels will remain in the healthy range!

    Hopefully, this can be the beginning of a clean air trend starting this season! As the sun starts to come out and temperatures rise this spring, ground-level ozone problems will start to kick in. We can't control the weather but we can control our actions. With all the effort people in Northeast Ohio are making to drive less, carpool more, ride the bus, and ride bikes, we may have cleaner air than last year.
