Residents of Shaker Heights apartment complex temporarily lose gas service as building changes hands

Service was restored a day later, though residents never heard from the property manager.

SHAKER HEIGHTS, Ohio — Caught in the middle of management and ownership changes, residents in a 14-unit apartment building on Norwood Avenue lost their heat Thursday, after the gas company shut off service.

Resident Brandon Pennick said he called the the management company and owner he believed to be the responsible but got nowhere.  

“I called yesterday saying the heat’s off and cooking gas is off, and I asked what’s going on and they said, 'we don’t manage this anymore,'” Pennick said Friday. “Luckily, I have a relative who lives right up the street, so I stayed there." 

Property records show the building changed ownership this week from Argos Capital to Shaker Norwood LLC. Records show it transferred in 2017 from Norwood Property Holdings LLC to Argo Capital.

3News found an outdated occupancy permit still posted in the apartment lobby and tried to reach several companies recently connected to the property. They either didn’t’ return calls or denied having responsibility.

The number listed on the occupancy permit led to a man who told 3News, “I sold that building three years ago.”

The directory posted in the lobby of the building says the property is managed by Winwood Properties, which did not respond to a call.  

Residents, who complained about poor communication for years from previous owners and managers, reported that gas service was restored Friday afternoon.

Kyle Krewson, director of Shaker Heights’ building and housing department, said the city contacted the gas company when it learned residents were without heat and got it turned on.

Krewson said service was turned off because of a miscommunication between management companies. He said a new property manager is in place.
