Two men were arrested this week at the Stark County Fair accused of sex crimes involving a minor.

Police tell WKYC one of them, 35-year-old Alex Taylor of Canton, was a registered sex offender. The other man, 40-year-old Anthony Shaffer of Mount Orab, worked at the fair and was wanted for rape in Brown County.

Taylor was arrested on Thursday after being accused of trying to lure a 12-year-old boy to a barn.

The registered sex offender admitted he was drinking when the boy to go the barn and wait for him.

Stark County fair board president Dale Click says Taylor was a customer. The fair has no way of knowing his history.

"When you are out in public. You are truly out in public. There is nothing more we can do but to make sure we provide people with the safest environment we possibly can," Click said.

But, the second man arrested-- on the first day of the fair-- was Shaffer. Police say he was employed through one of the ride companies. A background check would have done no good because he was wanted on a child rape warrant issued out of Brown County that same morning. Click says because of that Shaffer would have had no red flags.

Companies give a list of every worker at the fair to go through an extensive background check, Click said.

"We give that list to the sheriff's department and they go through that list and check everybody off of that list."

Mandi Sancic says she's been coming to the fair for 30 years. Now, her kids do. She felt safe then. And even after these arrests, she feels safe now. At any public place, she said parents need to make sure to watch their kids.

"Stay with your kids. Don't just turn them loose somewhere," she said.

Taylor is in jail being held without bond until his next court appearance. He’s been charged felony criminal child enticement and disorderly conduct.

As for Shaffer, he’s in the Stark County Jail as he awaits to be extradited to Brown County.
