The river, which flows through the city's downtown into Lake Erie, was once so polluted it caught fire at least 13 times, alarming environmentalists and leading to a host of national water quality regulations.

CLEVELAND — The city of Cleveland is starting Earth Day with the launch of its 2019 Clean Cleveland program, a new initiative to keep the city clean.

Mayor Frank Jackson and city officials scheduled a news conference to discuss the program. WKYC streamed it live this morning.

Clean Cleveland is a series of programs and efforts to conserve the city, from pothole repair to graffiti removal and waste pick-up.
