Jeffrey Layton, superintendent of Northwestern Local Schools, placed on leave amid investigation

The Board of Education has not publicly specified the allegations against Layton. Julie McCumber has been appointed to assume his duties on an acting basis.

WEST SALEM, Ohio — The superintendent of Northwestern Local Schools in Wayne County has been placed on paid administrative leave amid an investigation into his unspecified "alleged conduct," the Board of Education confirms.

The Board held a special meeting last Thursday to address the issue, with all five members voting to send Dr. Jeffrey Layton home with pay. Director of Curriculum and Personnel Julie McCumber has been appointed acting superintendent for the time being, while also receiving a bump in salary.

Administrators did not publicly state what Layton is accused of, but noted in their resolution that the accusations "necessitate a formal investigation" by a "neutral, independent party." 3News has reached out to McCumber for comment.

Layton has led Northwestern for the past 19 years. The district, which includes portions of Wayne and Ashland counties, is scheduled to conclude its 2023-24 academic year on May 30.
