ASHTABULA, Ohio — Ashtabula police arrested the man alleged to be responsible for selling drugs that led to the overdose death of another man last year.
On October 11, 2023, Ashtabula police officers responded to the 1700 block of Blue Jay Circle for reports of a man who was unresponsive at the residence. Officers and EMS arrived to the scene a short time later to find 40-year-old Kelvin Figueroa. He was pronounced dead at the scene. It was later determined that Figueroa's death was caused by acute fentanyl, acetyl fentanyl and carfentanil toxicity.
Police later determined that Jose Manuel Alicea Seijo of Ashtabula was the source of the fatal drugs. Seijo was arrested on Friday, April 5, after a warrant was obtained for his arrest.
As part of their investigation, members of the Ashtabula Police Department and FBI Safe Streets Task Force searched Seijo's residence on the 1600 block of East 46th Street in Ashtabula. During the search, authorities found drug-packaging materials, digital scales and cash. During the span of their entire investigation, police uncovered approximately $108,000 in "suspected illegal drug trafficking proceeds."
Seijo was charged with the following:
- Involuntary manslaughter
- Corrupting another with drugs
- Trafficking in fentanyl related compounds
- Money laundering
- Tampering with evidence
- Trafficking in cocaine
- Possessing criminal tools
